Meaning if your Xbox friend has a pc and they download the Xbox app onto their pc and download stellaris from that then Xbox to steam is possible. I don't think Stellaris supports Play Anywhere.

We're still not sure how much they will continue to add to console - presumably most of it, but, the PC version will always be ahead because of when they started console development.
